Yeah, I kind of get the feeling that - personally - the situation may not be quite as extreme as it first seems. It looks as though the parents were advised to keep their children in 'cages', and it appears as though the kids might have actually needed some sort system where they were locked up to keep them and other kids in the house safe. I have no idea how big 3 1/2 foot is, so I could be envisioning something totally different to what others may be. It would have most certainly have been better to have used more sophisticated systems (which are sure to also be very expensive), and without knowing what the cage was like at all, size wise (closer to being an enclosed bed? Barely enough room to crawl into? Seriously, I don't understand feet at all ^^) it seems a strange solution, but one recommended by a supposed professional.
